Bill to legislate for the use of e-scooters introduced in the Dáil – Lahart

Fianna Fáil TD for Dublin South West, John Lahart, has today introduced a bill in the Dáil to legislate for the use of e-scooters in Ireland.

The bill, entitled the Road Traffic (Amendment) (Electric Scooter Trials) Bill 2021, looks to introduce a municipally-regulated and controlled shared/hiring scheme, either publicly or privately operated, that ensures universal standards, regulations and speed governance as opposed to a blanket introduction of regulations governing the use of e-scooters in Ireland.

Deputy Lahart commented, “E-scooters have become an increasingly popular form of sustainable transport across our towns and cities but are currently illegal on Irish roads. They are considered to be mechanically-propelled vehicles, which means that if they are used in public places users must hold a licence and insurance. This is an issue that needs to be addressed as a matter of urgency.

“My colleagues and I in Fianna Fáil have long recognised the fact that e-scooters offer a green alternative to commuters making short journeys and have the potential to reduce congestion along with emissions. Currently there are no safety rules governing their use which contrasts sharply with our EU counterparts.

“As we continue to battle this pandemic, many people throughout the country are crying out for an alternative to public transport. I firmly believe that e-scooters could greatly enhance the commuter experience and play a vital role as part of a Smart Transport strategy,’ concluded Deputy Lahart.
