Senator Imelda Goldsboro: €24.3 Billion Transport Investment – Transforming How Ireland Moves

Fianna Fáil Transport Spokesperson in the Seanad, Senator Imelda Goldsboro has welcomed the launch today by Minister for Transport Darragh O’Brien of the Government’s Sectoral Investment Plan for Transport 2026–2030, describing it as a bold, forward-looking blueprint set to deliver a cleaner, safer and more connected Ireland.
The plan commits €24.3 billion between 2026 and 2030 to upgrade public transport, roads, active travel, maritime and aviation. Of this, €22.3 billion is allocated through the National Development Plan, with a further €2 billion from the Infrastructure, Climate and Nature Fund dedicated to progress MetroLink.
Senator Goldsboro said the investment represents a transformative moment for the country:
“This investment will transform Ireland’s transport system, delivering modern, resilient infrastructure that connects communities, supports economic growth and improves daily life for people across the country.”
He highlighted the improvements to public transport, noting:
“The plan strengthens our rail network by protecting and renewing the heavy rail system, replacing the existing DART fleet, advancing the DART+ programme and completing Phase 1 of the Cork Area Commuter Rail while commencing Phase 2.
Work on the Western Rail Corridor will also begin and BusConnects will be expanded with new electric buses, Core Bus Corridors in Dublin and construction starting in Cork and Galway. MetroLink is a game-changer and the dedicated €2 billion funding will ensure it progresses to construction.”
On road infrastructure, Senator Goldsboro said:
“Road safety and connectivity are central to this plan. It will maintain and upgrade our national, regional and local roads, deliver major new projects, expand EV charging infrastructure and improve resilience to climate impacts.
Strategic regional roads and bypasses will tackle congestion and connect communities, while major national roads projects valued over €200 million are set to reach construction or procurement by 2030.”
He also welcomed the investment in active travel, greenways and sustainable transport:
“The plan delivers 1,000 kilometres of new and upgraded walking and cycling infrastructure by 2030, including projects like the Sustainable Transport Bridge in Waterford, the Glanmire Urban Greenway in Cork and the Ballybane and Castlepark Cycle Network in Galway.
These are vital for safe, sustainable travel and healthier communities.”
She concluded:
“This Government plan delivers a modern, sustainable transport system for all of Ireland.
It strengthens communities, drives economic growth and ensures our transport infrastructure is fit for the future.
This is the investment Ireland needs to move safely, efficiently and sustainably into the decades ahead.”
