Deputy Naoise Ó Cearúil introduces Bill to establish National Artificial Intelligence Office
“The race for AI has begun. We need to seize the initiative and lead from the front in this revolution.”
Fianna Fáil TD for Kildare North, Naoise Ó Cearúil, has introduced the National Artificial Intelligence Bill 2026, which will establish a State body to oversee, enforce, and support the ethical, transparent, and innovative use of artificial intelligence in Ireland.
The new body, to be known as Oifig Náisiúnta na hIntleachta Saorga, or the National Artificial Intelligence Office, will provide independent oversight of high-risk AI systems. It will assist both enterprises and the public sector in adopting and deploying AI technologies, support digital literacy and national upskilling, and coordinate Ireland’s approach to AI development and deployment.
Speaking at Leinster House today, Deputy Ó Cearúil stated:
“This is the first time in our history that Ireland has a real chance to lead during a global technological revolution. While countries like the US, UK, and China are investing billions into AI, Ireland must act quickly to secure its own advantage. Not just as adopters, but as global contributors and leaders.
“If we get this right, AI can bring massive economic opportunities, from new jobs to higher productivity and a better standard of living for everyone.
“This is about being one step ahead. Ireland is positioned as a leading country, and we need to start acting like one. This new office will help us transition into the future. It will support people to upskill for new jobs in the AI sector, ensuring nobody is left behind, while also helping industry to create new jobs and opportunities.
“We need the State to be strategic and invest in bodies that will shape the future of our economy. Establishing this office will coordinate our national approach to AI, so Ireland can seize the initiative and lead in the AI revolution.
“We are at a crossroads. AI is advancing rapidly, and we need the right systems and structures in place to manage this transition. This is about using smart tools to solve real problems, from delivering better healthcare to creating more efficient public services. AI can raise the bar, but only if we have the right rules and oversight in place.”
