International surrogacy report creates a legal framework to recognise families created through surrogacy

Fianna Fail members of the Special Oireachtas Committee on International Surrogacy Senator Lorraine Clifford Lee, Jennifer Murnane O'Connor TD, Senator Erin McGreehan and Niamh Smyth TD have welcomed the publication of the landmark report on International Surrogacy.

Speaking at the launch of the report, Senator Lorraine Clifford Lee said, "This landmark report has a number of recommendations regarding the legal framework for parents and children born through international surrogacy which give rights and certainty to all parties involved.”


The report proposes to legally recognise parents who have formed or added to their families through International Surrogacy.

Jennifer Murnane O'Connor TD said, "This report contains important and valuable recommendations which we hope to see introduced to the Assisted Human Reproduction Bill, which is currently at Committee stage and must be implemented as soon as possible."

Louth Senator Erin McGreehan said, "Many people in Ireland have a child through International Surrogacy and the recommendations within this report will allow for those people to be finally recognised as the legal parents of their child, as well as ensuring protections for the surrogate and access to genetic and gestational information for the child.”

The Committee on International Surrogacy has listened to and considered contributions from parents, surrogates, academic and legal experts and stakeholders from across Europe, the US and Canada.

Niamh Smyth TD said, "This is a very difficult and complex area and it's important we implement a framework to make International Surrogacy safer and more straightforward and transparent for parents, children and surrogates."
